PNAC members - many of which are or have recently been among the Bush administration's key policy-makers - have long been pushing for an 'American Peace' (oh the irony!). They argue for a massive increase in defense spending and a policy that is tantamount to US global domination.
This particular document was written in September 2000, almost exactly one year before the attacks of September 11th. It contains the following phrase that, for many, 'proves' that PNAC members were involved at some level with the planning and/or execution of the attacks in order to justify their vision.
When you consider that President Roosevelt deliberately provoked the Japanese into carrying out the attack at Pearl Harbor, it's easy to see why conspiracy theorists have latched onto this phrase as evidence of foreknowledge of the 9/11 attacks at the very least.

Further, the process of [military] transformation, even if it brings evolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor.
